What it's for
Rust staining is iron oxide that has penetrated into the pore structure of the concrete — you cannot blast it off, because it is not on the surface.
Wet the whole slab first, not just the stain, or you will get a halo. Let it dwell, agitate gently with a brush rather than a turbo nozzle, and rinse well past where you worked.
